Property development and construction is regulated by the Community Development Department, with review from other agencies including the Public Works Department, the Santa Clara County Fire Department, the Santa Clara Public Health Department and the Cupertino Sanitary District.

Within the Community Development Department, the Planning Division ensures proposed development projects conform with Cupertino's Zoning Ordinance and Land Use Plans and the Building Division ensures approved development projects are constructed in compliance with Cupertino's Building and Construction Ordinance and California Building Code Standards.
