Project Overview

The City of Cupertino's Local Roadway Safety Plan (LRSP) identifies traffic safety improvements throughout the City for all modes of transportation and for all ages and abilities for the purpose of reducing fatal and severe injury collisions. The LRSP was achieved through a decision-making process that relied on the evaluation of a comprehensive collision database, partnership with stakeholders, public outreach and using the four "E's of traffic safety: Engineering, Enforcement, Education, and Emergency Medical Services.

The development of the LRSP was funded by the Federal Highway Administration (FHWA) and the California Department of Transportation (Caltrans), and is a requirement for City of Cupertino to be eligible to receive federal funding for local roadway safety improvement projects in the future.

The LRSP identified safety patterns throughout the City, developed a toolbox of countermeasure to address them, and proposed projects to improve safety at key locations. The plan used data-driven collision analysis of local roadways to identify transportation safety improvement needs, including pedestrian, bicycle and vehicular safety improvements. Input from stakeholders and the community played a key role in the development of the LRSP.

Community Meeting

1st Community Meeting

City staff held the project's first community meeting on March 30, 2022. The meeting was held virtually. Approximately 18 people signed into the meeting. The purpose of the meeting was to introduce the project to the community and to collect feedback. The project details, collision analysis findings, timeline, project online dashboard, map input platform, and next steps were presented/ discussed, followed by open discussion. The meeting concluded with a Q&A session, where speakers were given opportunity to speak, and City staff/Consultant responded to questions asked.

2nd Community Meeting

City staff held the project's second community meeting on July 11, 2022. The meeting was held virtually. Approximately 11 people signed into the meeting. The purpose of the meeting was to update the project status and milestones to the community and to collect feedback. The collision analysis findings, emphasis areas, draft engineering and non-engineering counter measures, implementation, and next steps were presented/ discussed, followed by open discussion. The meeting concluded with a Q&A session, where speakers were given opportunity to speak, and City staff/Consultant responded to questions asked.

Stakeholders

Stakeholders played a vital role in the development of the LRSP. Stakeholders were involved throughout the project's duration, provided valuable insight to the project team and served as the City's Safety Champions. The City identified the following as Stakeholders:

  • City Staff: Public Works, Planning & Public Outreach Representative.
  • County Sheriff Department.
  • County Fire Department.
  • Bicycle and Pedestrian Committee.
  • Cupertino Union School District (CUSD)
  • Fremont Union School District (FUSD)
  • Walk Bike Cupertino.
